Robbie Perkins and Hugh Holston's Pre-Primary Campaign Finance Reports are Missing
Under North Carolina General Statute §163-278.9, all candidates for local office must file timely campaign finance reports
As early voting continues, questions remain about whether all Greensboro City Council candidates have filed their required pre-primary campaign finance reports on time itemizing who is funding their campaigns.
Pre-primary reports are due 10 days before the primary election.
They must be made available for public inspection immediately upon filing.
Greensboro’s primary was on Tuesday, October 7, 2025.

If reports for candidates like Robbie Perkins and Hugh Holston have not been made public, it means voters are being asked to make decisions without knowing who is paying for the campaigns seeking their support.

North Carolina law requires these reports to be filed and made public 10 days before the election, with penalties of $50 per day for failure to file. Yet, in practice, a delayed report can hide important financial information until after votes are cast, turning a small fine into a strategic advantage.

Candidates may delay disclosure to avoid voter backlash, to conceal financial ties to developers, contractors, special interests, or simply to escape scrutiny during the most visible part of the race.
Whatever the reason, delaying or obscuring campaign finance information undermines transparency, accountability, and public trust in Greensboro’s elections.
The public deserves to know who is funding their leaders before they vote, not after.
