Current Position: As of July 8, 2025, Lora Cubbage was appointed by the Greensboro City Council as the City Attorney.
Before that, she served as Deputy City Attorney, a role she took on in March 2025.
Her appointment as City Attorney came after the retirement of the former City Attorney, Chuck Watts.
She has held several legal and judicial roles:
Assistant District Attorney in Guilford County.
Assistant Attorney General with the NC Department of Justice.
District Court Judge.
In 2018, she was appointed by Governor Roy Cooper as a Superior Court Judge for Judicial District 24A.
In April 2025, she received the Order of the Longleaf Pine, which is North Carolina’s highest civilian honor.
Before becoming City Attorney, in her Deputy role she handled legal representation for the city’s public safety departments and oversaw the lobbying efforts for the city.

Result: Lost to Willie Fred Gore (Republican).

Result: Lost to incumbent Allison Riggs.

Public records request cost — Summerfield / Guilford County
A case involving a former Summerfield mayor (Gail Dunham) who submitted a large public‐records request to her town and was told she had to pay nearly $10,000. Judge Lora Cubbage ruled in favor of Dunham and ordered the town to fulfill the request (i.e. rejected the large fee).
